    Try to determine a set amount of time that is fair for an average shot. Then each player is allowed that much time. Use a chess clock to keep track. For example if my handicap is 100 and the you get 30 seconds per shot then that person gets 3000 seconds or 50 minutes. This allows each player to use their time on each shot how they choose. Each player is treated the same and its fair for everyone.
